Shamair Henry
Senior Director
Shamair has more than 15 years of experience in research and evaluation. She brings to Equal Measure an extensive background from various sectors, including justice, national security, education, public health, youth development, banking and finance, community development, immigration, maternal health, climate change, and disaster risk reduction and management.
At Equal Measure, Shamair leads strategic evaluation projects for clients such as the Aspen Institute, the City of Philadelphia, Helios Education Foundation, and the Florida College Access Network. With her background in statistics, monitoring, and evaluation, Shamair specializes in mixed-method evaluations focusing on qualitative and quantitative data. Her diverse portfolio of studies encompasses case studies, developmental evaluations, project assessments, and impact evaluations. She has also had extensive experience working with stakeholders at all levels to increase sustainability in various program areas.
Prior to Equal Measure, Shamair served as Director of Cross-Sectoral Coordination for a World Bank-funded project in the Caribbean, managing initiatives in early childhood development, maternal health, nutrition, social security, and child safety. Additionally, she worked in banking and finance as Head of Strategy and Special Projects in an international financial institution and has worked with various international development partners like the United Nations, UNICEF, and USAID conducting program evaluations. Shamair also possesses qualifications in Geographic Information Systems (GIS). She previously taught psychology, sociology, criminology, and legal studies courses to undergraduate and graduate students at the University of the West Indies.
