Katie Mosher

Director

Katie has more than 12 years of experience in mixed-methods research, program evaluation, and project management. She brings to Equal Measure a commitment to expanding access to education for all people, with a focus on early childhood and K–12 education, and implementing impact measurement with an equity lens.

At Equal Measure, Katie focuses primarily on postsecondary education and learning and measurement engagements. She serves as the director for a learning and evaluation partnership with PolicyLink’s Winning on Equity campaign, co-leads the evaluation of the City of Philadelphia’s Anti-Violence Community Expansion Grant Program, and worked with the Boston Foundation to develop and implement an impact measurement strategy for their key pathways. She also serves as director on several projects with the Bill & Melinda Gates Foundation to increase equitable access to postsecondary education.

Before Equal Measure, Katie served as a senior project manager for the School District of Philadelphia Office of Evaluation, Research, and Accountability. She designed the district’s evaluation strategy for its strategic planning and improvement process, and coached district leaders on using data to strengthen implementation of key initiatives. Katie also managed evaluations of district-wide early literacy initiatives and state- and federally funded grant programs.
