News Blog: Equal Measure Welcomes New Board and Team Members

Equal Measure is proud to welcome two new members to its Board of Directors – Don Baylor, Jr, senior program officer, Annie E. Casey Foundation; and Jason Ingle, co-founder and managing partner, Closed Loop Capital. Equal Measure has also expanded its team, and looks forward to the contributions of Eve Weiss, senior director; Jennifer Thompson, director; and Victoria Worthen, consultant.

Biographies of Equal Measure’s new Board members are below:


Don Baylor, Jr

Don Baylor, Jr, is a senior program officer in the Center for Economic Opportunity, where he oversees many of the Foundation’s wealth and asset- building strategies, including initiatives to confront the racial-ethnic wealth gap in the South. Prior to joining Casey, Don was a senior associate at the Urban Institute, where he focused on expanding economic opportunity for the JPMorgan Chase, Citi, MacArthur, and Gates Foundations. He also worked as director of OpportunityTexas at the Center for Public Policy Priorities in Austin, where he built new data platforms, consulted with regional stakeholders, and worked to pass legislation to increase household savings, curb predatory lending, and integrate financial education into the K-8 math curriculum. Don previously worked as a senior consultant for KPMG Consulting’s public sector practice and as legislative director for the New York Association of Community Organizations for Reform Now.

Jason Ingle

Jason co-founded and is managing partner of Closed Loop Capital, an early-stage venture capital platform investing in exceptional entrepreneurs leading ventures in agriculture, technology, and food system innovation in the United States and Canada. Closed Loop Capital leverages a wide-angle lens perspective, from field to consumer, to identify, invest, assist, and advance leading edge companies along critical points of the food system. Jason is also a co-founder of The ImPact, a membership network of family enterprises that are committed to making investments with measurable social impact. He is the founder of Greener Partners, a 501(c)(3) non-profit organization with a mission of connecting communities to healthy food, vibrant farms, and hands-on education experiences. As part of his commitment to strategic philanthropy, Jason serves on the boards of Greener Partners, The College of the Atlantic, the Ford Motor Company Fund, The Hill School, The Haverford School, and the Independence Seaport Museum.

Eve Weiss

Eve_Weiss_new headshot _002__180x201Eve has more than two decades’ experience in mixed-methods research, program evaluation, philanthropy, government, and private consulting. The motivation behind her work is to increase access to programs and to create systems change in ways that will enhance the health, safety, and well-being of vulnerable populations. At Equal Measure, Eve contributes her managerial and mixed methods expertise to projects focusing on educational access and success; increased representation of low-income students and minorities in STEM programs; and improving the collective impact of philanthropic efforts. Her work includes an evaluation of the Helmsley Charitable Trust’s STEM Active Learning Networks and technical assistance and capacity building for the National Science Foundation’s INCLUDES program. Prior to joining Equal Measure, Eve was managing director of the Center for Child Injury Prevention Studies, a National Science Foundation-funded Industry/University Cooperative Research Center hosted by the Children’s Hospital of Philadelphia (CHOP). Before CHOP, Eve was a senior research associate at the Mixed Methods Research Laboratory at the Department of Family Medicine and Community Health, University of Pennsylvania. In this role, Eve conducted qualitative research in collaboration with Penn faculty on studies exploring factors that contribute to the health and well-being of disease populations and low-income communities.

Jennifer Thompson

Jen Thompson Bio Photo Nov 17_180x202Jennifer’s background is in program evaluation, with an emphasis on utilizing mixed methods data collection and analyses. Her evaluation work has focused on workforce development, youth development, and educational programs, engaging with foundations, community based organizations, and government entities. At Equal Measure, Jennifer is working on several national and regional evaluations, including the Ralph J. Wilson Foundation’s and First Niagara Foundation’s Mentoring Collective of Western New York, the Neubauer Foundation’s education landscape scan in Philadelphia, and the Career Advancement Academy initiative in California. Before joining Equal Measure, Jennifer was vice president and senior research associate at Branch Associates, Inc., where she led a variety of program evaluations locally and nationally. Jennifer led a study of nonprofits in Philadelphia, examining differences between white-led and African American-led organizations. She was also part of the evaluation team of the pre-K expansion in New York City. Earlier in her career, Jennifer was a research analyst at the American Institutes for Research in Washington, DC, where she analyzed large national data sets of American students to explore educational outcomes.

Victoria Worthen

Victoria Worthen Bio Photo Nov 17_180x201Victoria’s background is in mixed methods research, data collection and analysis, social network analysis, and evaluation. Her experience in research and evaluation has focused on health behavior, food access and nutrition, community health, and capacity building. At Equal Measure, Victoria works on several national and regional initiatives, including projects with the Great Lakes Higher Education Guaranty Corporation and HealthSpark Foundation. Prior to joining Equal Measure, Victoria was a research coordinator at the University of Pennsylvania Prevention Research Center, where she supported the Center’s evaluation efforts, including its social network analysis. At Penn, she was also responsible for the data collection, analysis, and intervention development of environmental nutrition projects based in supermarkets and corner stores. As an intern at NYU’s McSilver Institute for Poverty Research and Policy, she supported a mixed methods project focused on food insecurity and nutrition education for families with children ages 5-12 in New York City.
